Very nice statue at the center of the park. Saw kids playing together after school, adults jogging. Found this park accidentally, going around Hanoi aimlessly.

There's a small park behind the statue of Lenin, with some impressive, mature trees providing welcome shade in the heat of the day. If you're dying of thirst, don't miss the friendly lady in a traditional hat who sits near the pavillion selling drinks, plus there are some cleanish public toilets if you're fit to burst... Late afternoons, men gather to play chess while children bring their bikes, footballs, skateboards, and even pikachu chariots to drive around the square under the stern gaze of Comrade Lenin. You get a good view of the flag tower from this side of the street.
