This place was magical.... However getting there was not. Let me clarify, you need to go to Seoul Tower itself, ride the elevator to the T1 floor, and you'll see it up top. There's restaurants there, they sell love locks there, and there's decks with great views for awesome pictures! I don't suggest walking up there. The incline is steep and takes about 30 minutes to reach the tower.

Very impressive. This is the real Love Lock Tower. You can buy lock at the tower but better bring yours cuz it so much cheaper and more to pick.
